So is it by design if interface is not configured it will not show up in CLI?

Yes. There's nothing to display if the interface is unconfigured.

Technically the GUI doesn't display anything either if it's unconfigured. It has a line item to let you actually configure it when ready, but every column is empty. 

It's the same with CLI. Your "show interface" shows only the actually configured interfaces (much like the columns in the GUI) where the system state shows all possible interfaces (like the interface names in the GUI). 

Think of that CLI output of showing the columns of the GUI for the interface. If there's nothing to display, there's nothing that will be displayed.
