I tested with a known url's IP address and it comes back with the same error, "not-resolved", when using the test url command. I assume there should be a different command for IP's.

Hi There,
The "test url" command followed by an IP address will work. Please make sure you have dynamic URL filtering configured. Alternatively you can go here where there is a test url box on the home page:
Thanks
James

Dynamic URL filtering is enabled.
XXXXXXXXX(active)> test url www.iol.co.za
www.iol.co.za news-and-media (Base db)
XXXXXXXXX(active)> test url 196.38.8.254
196.38.8.254 not-resolved (Cloud db)

Hi There,
There was a fix in 3.1.6 to fix the problem you're seeing.
Thanks
James
