We currently have a 7/7 mbps connection. We have a few applications that need download traffic to be limited to 4mbps. Is there a way I can do this?

Hello,
You can do this by specifying QoS policy on an egress interface. Since you are trying to limit traffic heading into your network, you would configure the QoS policy on the client-facing interface that resides inside your network.
The basic steps are:
1. Create a QoS profile specifying guaranteed and maximum bandwidth on the physical interface (up to 8 classes can be defined, each with their own guarantee/max).
2. On the Policies tab, define policies that will sort your traffic into one of the 8 classes defined in the profile associated with the physical interface. QoS policies can be based on the same match criteria as security policies (including application).
