How to authenticate users on Unix systems without Captive Portal

I have a set of users that have command line access to certain systems, they need to go out through the PAs. How do I authenticate the users if they have no access to a browser and cannot use the Captive Portal feature?

This may be possible with the use of PKI certificates. The certificate would be needed to properly identify and authenticate the Unix user. Of course this would require that the machine that they are logging into has proper certs and that the trusted CA cert exists on the PAN box and that it is provisioned for user authentication.
