Hi,
How can we remove the configuration done on PAN by other admin, which has not been yet committed, but shows up on the configuration locks?

Locks can be removed only by the admin set it up or user with superuser permissions.
Lock icon is next to commit button. Click on it and you can see locks that have been set. Click on the according lock and then Remove Lock.
Click Accept as Solution to acknowledge that the answer to your question has been provided.
