Hi Chuck,
that typically is linked to a problem with Internet connectivity during boot.
You can check the file /var/log/cloud-config-output.log to see if there are errors in resolving hostnames or reaching the public update servers.
To force an installation you can ssh into the instance and manually follow the steps in the following article:
