Once logs are exported to anFTP location, what is the procedure for importing them back into panorama? I was unable to locate mention of this in the admin guide.

If you are referring to scheduled log export which FTP's a set of CSV files, there is no way to reimport the files.
We cannot reimport CSV logs once they are off the box. This could cause problems if an admin could export, alter, and then reimport the log data.
I would suggest using a Syslog collector or increasing Panorama storage to meet log retention requirements.

How would you increase Pan storage? I was told the partitions could not be expanded?

You can utilize a VMware virtual disk to expand the storage to up to 2TB. For 2TB and beyond you must use an NFS mount.
