I had re-do LAB for this issue according Bruce's suggestion.
It is OK using IE(don't use another browser).
The Step as follow,
1、I try to downgrade Java JRE to 1.6.X,and use IE to download and
install NetConnect. If your OS is 64-bit,please install 32-bit and 64-bit
version about Java JRE.
2、When NetConnect install completely, connect to your PA using SSL VPN,
it should be connected OK.
3、Upgrade your Java JRE to 1.7(use IE) and connect PA again.
PS. If your windows had not installed any Java JRE,you shoud install 1.6.X of JRE first.
Thanks for Bruce' suggestion.

I am using NetConnect client with JRE 1.7. I had the same problem as you had. Here is how I fixed it:
You need to download the 64-bit version of JRE 1.7.x.
Launch c:\program files\internet explorer\iexplore.exe
(this is the 64-bit version of IE)
Surf to http://java.com
Download JRE 1.7 (it should say this is the 64-bit version)
Install JRE 1.7
Restart the NetConnect client.

I try to do again using the method, but it seem still not downloaded complete.
I had install 32-bit and 64-bit java JRE and try many times.
My Customer use 1.6.X have no any problem.
Anyone have idea for this issue?
