Can you please advise how to build a miner to map all salesforce.com IP's?

Hi @bmurali,
to the best of my knowledge SalesForce does not provide a way to programmatically access the IPs and domains used to deliver their services. A miner should be built to harvest that data from this HTML page here:

Do you know of a better source of SFDC net blocks and domains ?

Can you give me some inputs or documentation on how to build a new the miner for this?

Hi @bmurali,
you should mine HTML here and while an HTML Miner is in the plans, it is not available yet.
That means you should code your own Miner following these guidelines:

While not a miner, why not use a DNS entry or URL filter on the policy for this?
