We would like to have a web response page that is presented to the user when the user launches their browser for the first time that asks them if they abide by the AUP rules. Basically same concept as the https opt-out page. Is this possible? If so, can someone please advise how.

Hello Sir,
If you think this feature is required in your environment, I would suggest you to contact with your Palo Alto SE and submit a "Feature Request" for the same.
These are the available options with PAN OS software.

The URL response pages can be customized, but they are displayed per user, per configured URL category. There is no way to configure this to display when a user first opens their browser. While I understand what you're trying to achieve by periodically displaying your company's AUP, choosing to do this when a browser window is open may not be practical, given that end-users often leave their browsers open for a long period of time, and just open/close browser tabs.
