packet loss

Hi,

when I am downloading file from internet , I can see lot of packet loss and congestion in wireshark capture analysis .

I want to make sure PA is the culprit 

How can I verify this  . 

I  have disabld QOS on PA

Bypass the firewall and attempt to download the same file while in-front of the firewall itself. Once you figure out if it's the firewall or not, then you can start troubleshooting what exactly on the firewall is causing the issue.
