What is the impact on firewall if we use only pbf instead of routing. how cpu intensive it can be? Is it a better option than routing, as in routing we are using fib table in the dataplane.

CPU usage is not a reason to use one method or the other, these are chosen based on the network topology design and needs for the site. With all the processing that happens on the PA firewall routing is among the least stressful for the system. Those that are intensive have custom silicon to assist in the processing tasks.

Are there any particular reasons that we would want to use Policy Based Forwarding only, instead of just routing the traffic?
As Steven mentioned above, it really depends on your needs.

Personally, I like to solve routing problems with virtual routers first. This just keeps systems simpler and allows routing distribution and virtual router separation to work as intended and designed.
For me PBR kicks in when you have edge cases that cannot be easily solved with virtual routers and route distribution.
