Push Scope isn't showing and Commit button grayed out after upgrade Panorama

Hi, I'd like ask about the problem after upgrade our Panorama to newer version (11.0.4-h2)

 

Before the upgrade, I can directly commit and push to the device without any problem after making some changes in policy. However, after the upgrade, I need to manually select the push scope under "Edit selections" and then we can commit it.

 

Things to note here:

- The super admin can actually commit and push like normal but not admin role-based (before the upgrade, admin role-based can);

- I have tried to restart management server and panorama but seem can't work also.

based on description of the issue you are facing it looks like you are hitting a bug that is addressed in PAN-OS 11.0.5:

 

PAN-255577
Fixed an issue where push scope changes remained empty and 
Edit selections > OK
 did not work for admin-based users after upgrading Panorama.

For example: I've made some change in my management module and use commit and push but it won't work
