I noticed the above threat in releas 8096.. Which says minimum PAN-OS 8.1.0...

We are on 8.0.x , does that mean the above would not be applicable?

That would be correct. Essentially, the threat was built using signatures that are only available in 8.1.0, and that signature wouldn't be compatible with 8.0 as written.
