With 6.1.7 just being released on September 23, it is too early to consider that officially recommended.

6.1.6 is officially recommended for all firewall platforms.

For Panorama, it is stable with a single known issue. Bug 81584, fixed in 6.1.7, was reported and found to be present in 6.1.3 through 6.1.6. It causes NTP status to show as "rejected" instead of "synchronized". If you don't use NTP then you can upgrade without issue.

What I tend to do is read the release notes from the newest release of that family. Then I look at all the fixes and what is a known vulnerability and make the call at that time.
