as to your question: both 7.1.8 and 7.1.9 re currently recommended releases

Reaper already confirmed that PAN-OS 7.1.8 and 7.1.9 are the recommended versions.
As far as "known issues", please see the release notes for 7.1.8 here:
And on page 26 is a list of known issues. (Every Release Notes has this section.)

We are running 7.1.9 due to the current CVE's that are resolved with it.

I'm going to agree with @OtakarKlier on this one and say that 7.1.9 really should be the version that you decide to go with if you are going to be upgrading shortly.
