Make sure you are using IE 64 bit and Java 64 bit to do the installation.

disable antivirus

perform the installation logged in as the local admin

do not perform the installation while logged in via RDP

You will need to uninstall any failed installations and also may need to delete the SSL VPN folder in the Program Files -> Palo Alto Networks folder.

Done, but still doesn't work. I've checked both IE and Java are 64 bit, and I've done all you suggested...

I have no idea about which the problem could be...

This is the checklist:

64 bit java installed

64 bit browser

VPN Client 1.2 is downloaded to the firewall

No AV is blocking the install

Verify the user has ADMIN rights to the machine (Win7 has UAC enabled by default "user access control")

Do not RDP to the client and then attempt an install

If all of this fails you can try to extract the MSI file from the firewall (Instructions are on this forum) and install as administrator.

If none of this resolves your problem you will need to open a case with support. Support will want to look at the logs for the Netconnect SW.

SUMMARY

64-bit Windows operating systems (which may be Windows 7, Vista or XP) come with a 32-bit Internet Explorer (IE) browser as the standard (default) for viewing web pages. These operating systems also include a 64-bit Internet Explorer browser, however using it is optional and it must be explicitly selected to view web pages. Note that because some web content may not work properly in a 64-bit browser, we recommend using the default 32-bit browser and downloading 32-bit Java.
