We are unable to create the support ticket in PA portal.

That is expected result.

 

If you purchase devices with Premium Partner Support, then you (end-user) can't open a ticket by yourself.

Instead, ASC(Authorized Support Center) will handles ticket behalf of you. In this case, ASC will be Tech Data Advanced Solutions.

Thus, you need to contact to Tech Data Advanced Solutions.

 

By the way, if you want to open a ticket by yourself, you need to buy Premium Support, not Premium Partner Support.

In this case, you can directly open a ticket, but you can't contact to ASC.
