What is the behavior of the URL Filtering Continue action?

What is the behavior of the Continue action once the user selects the Continue option?

 

My understanding is that it opens the entire category for that one specific user until the timeout.

 

However, in testing, the continue button is allowing multiple users to access that cetegory once the Continue button is selected. Is this the correct behavior?

You are correct, continue button should allow a particular user/ip address for the timeout value for a specific URL categories. But my comment doesn't really answer your question

Are those users on the same system (terminal server) or possibly behind a NAT device ?

the category should only become available to the user clicking the continue button. if multiple users use the same source IP, this may interfere with expected behavior
