There are a couple PBF but that is related to only one user's access to a particular area of the network. We have a defined range of IPs assigned to the each of our three VPN's. It looks like there are virtual routers on the PA being used to move the traffic.

Tac called me and he meant to turn off spoofed IP address, but he also said that probably wasn't it.

I did some testing this morning. when I enabled zone protection on the outside zone the VPN did break, even with spoofed IP Address disabled.
I collected traffic logs and the tech support file and added it to my ticket.
