I have deployed a new VM series PA FW, however whenever I am trying to login, it is giving 'cfg.general.need-acknowledgement-to-login': NO_MATCH
Any suggestions?

I feel you both downloaded the same image from the same source.
Just redownload an image from the Customer Support Portal.

This is because vm images rely on you installing an SSH key for the vm. This is a bad design.. Should be open to console.

Verify the device has finished booting up. You will get the login prompt on the console before it's ready. Give it another minute or two and try again.
