For lab hardware, it is best to contact your company reseller, as they can often provide discounts that are not available to individuals.
Do you have a PANW SE assigned to your company? Have you considered looking into an AWS/Azure/GCP PayAsYouGo.
The FW can be deployed with whatever licensing. You control how much time you want to FW up and running for lab purposes. It is very cost effective for learning.
