Is the main difference between these two sections the location from which the updates come from?   That means that  Panorama >> Device Deployment >> Dynamic Updates pushes from Panorama directly, whereas the Device >> Dynamic Updates pulls it from Palo's site?

That Template configuration is downloading content updates directly from Palo Alto Update server.

The updates under: Panorama > Device Deployment > Dynamic Updates are updates being pushed to Panorama managed Firewalls or Log Collectors. One of the use case for this is a scenario when a Firewall does not have access to internet to download updates directly from Palo Alto. For example internal Firewall in closed environment.

 

The updates under: Panorama > Dynamic Updates are for Panorama itself and come directly from Palo Alto.

I was referring to Device Template >> Dynamic Updates.  This appears to nearly mirror Panorama > Device Deployment > Dynamic Updates.
