Looking for clarification/certainty on a specific issue.

I would like to increase my "Max Wait Time" (defaults to 20 seconds) for HIP file submissions by GP because I believe it is submitting before all required HIP objects are running in their required states. My question is as follows:

If a security policy is configured to deny access if the user's machine does not meet the HIP profile conditions, will the user have access until the HIP file is submitted and failed or will they not have access until a HIP file is submitted at all?
