Local Overrides / Template Overrides

If you work in a team which has many admins, overridden config is inevitable and mostly common.
We are aware that there are some best practices to be checked/alerted via AIOps. Do we have any capability to check-up Local or Template Overrides via AIOps ?
another follow-up question>> lets say, We would like to "lock" some bunch of configs, and want to be alerted if any of admins want to change these "locked" configs?
