You can get LAB licenses for a few hundred $ but you will still need to go through a business (palo licences b2b)

A good alternative is to create an account with one of the major cloud providers (azure, gcp,aws,..) and they will usually give you some free credit to play around in their environment

You can use that credit towards spinning up a cloud VM to experiment with

the PCNSE exam does not require access to a live environment
