we are trying to test our current version in a Nutanix VM environment before upgrading to 10.0 and then to 10.1
What would be the correct image to download?

An upgrade from 9.1.13-h3 to 10.0 would require you to download and install the latest preferred maintenance release and reboot. Then, download and install 10.0.
If you are jumping from 9.1.13-h3 you would download and install the latest preferred maintenance release and reboot. Then download 10.0. Next, download and install the latest preferred maintenance release and reboot in 10.0. Finally, you can proceed to download, install, and reboot 10.1.
