I have read about tunnel monitoring and DPD however is there any way to receive notifications when a tunnel goes down?

Hello Agosney,
Whenever the tunnel goes down, the PAN firewall will generate an event under SYSTEM logs ( the Sevearity will be set to critical). So, if you configure a an email alert profile for critical logs, you will get notification: Please find the reference DOC for the same:
How to Configure Email Alerts for System Logs?
Note: The PAN firewall will not be able to segregate logs for only IPSec tunnel, it will generate email alerts for other critical messages too.
Hope this helps.
Thanks
