I have been going through some documents which mention the Palo Alto WebServices SDK tool that can use the API to backup and perform basic reporting tasks. Is this tool still available for download? Cannot find the download links anywhere...

I don't know about an SDK but there are these API guides for the REST command set.
PAN-OS and Panorama 5.0 XML API Usage Guide
PAN-OS and Panorama XML API Reference Guide 6.0
And instructions on how to browse then command tree on the box itself.
