What is the difference between delete incidents permission and incidents table action "delete"? What are the cases where you enable one and disable the other?

Hello,
The first checkbox under Data is in regards to the Delete action platform wide. The second checkbox is in regards only to the Delete action on the incidents page.
Deselecting the first box, will inherently disable the second, but not vice versa.
