If one will only have a Prod and Dev environment, would you recommend that Dev follow Prod requirements?

Hosted enviroments cannot be resized and have hard limits: https://docs.paloaltonetworks.com/cortex/cortex-xsoar/6-6/cortex-xsoar-hosted-service-guide/hosted-s... If you plan to develop and test heavily on your dev environment then it we would recommend you plan for on-prem deployment and match the suggested production system requirements.
