Palo Alto Networks has permanently deprecated the Expedition migration tool and intentionally removed all download links from the Customer Support Portal due unpatched security vulnerabilities after it went EoL.
Some Expedition functionalities such as basic policy cleanup, rule optimization, and duplication checks were added into SCM... but it is meant for managing existing Palo Alto configurations, not for taking a raw Vendor X backup file and chewing through it.
There is no public, free software replacement to download. Palo Alto Networks has transitioned its migration framework to Professional Services. If you have an active account team, you can reach out to them to discuss official migration assistance, but the standalone tool is no longer available.
