This question may have already been answered but I couldn't find it anywhere, unfortunately. So here are my questions,
1. Is it a requirement during Device Configuration to set up the API calls?
2. What if, you want to do everything offline, say in your lab which has no direct connection to Panorama?
3. Can you export the configuration files and run everything in expedition isolated until you ready?

To answer your questions:
1. Yes, if you want to do API calls from Expedition to Panorama or firewall, you are required connection between Expedition and those devices.
2. Yes, you can do everything offline, just need to import the PAN-OS config and export the PAN-OS config manually.
3. Yes, you can export the PAN-OS config from Expedition.
