Wondering if the PA2020 can do this. Or do I need to purchase a link balancer from Peplink or another vendor.

Hello,
If I were you, I would choose Peplink device.
We have almost 30 peplink devices installed for our customers (mainly banks).
Outbound policy (or Policy routing in PA language) and NAT configuration is MUCH MORE easier on Peplink.
ISP Link failure detection also works like a charm.
We never had hardware failure or software crash...
