We have a limitation on the length of the username. This is related to the bug: 30685 which is fixed in 4.1.

The locked user can be deleted from the list through root access. For this, please open a case with Support.

Do we need a support case or can we unlock after installation of version 4.1 the user?

You will need a support case if you do not prefer an upgrade. If you upgrade to 4.1, SSL VPN will be migrated to Global protect and you will be able to unlock users who have a username >31 characters.
