Is there  support for DTLS in any version of GP and PanOS? I can't find any mention of it in the documentation.

Tick the box "Enable IPSec" and globalprotect traffic flows over udp/4501 and uses IPSec protocol.

In this case it is UDP protocol and is not affected by TCP issues (TCP meltdown etc).
