Is there a Palo Alto-maintained email distribution list for announcing new PAN-OS releases? I'd like to know when 7.1.0, 7.1.1 and furture versions are released and are available for download.

yes and no
there are pages maintainted on the live community to which you can subscribe, each time a PAN-OS is released an entry is added and subscribed members will receive a notification (this prevents us from spamming everyone about every PAN-OS update)
Software Release Notices: PAN-OS 5.0.x
Software Release Notices: PAN-OS 6.0.x
Software Release Notices: PAN-OS 6.1.x
Software Release Notices: PAN-OS 7.0.x
Software Release Notices: PAN-OS 7.1.x
Software Release Notices: Panorama
Software Release Notices: GlobalProtect Agent
Software Release Notices: User Identification Agent

That's great, and I subscribed to those pages - thanks very much.
However, it looks like when PAN-OS 7.2.x, 8.x, etc. get announced and released, we won't know about that since the pages are minor-version specific.
Since our Palo Alto implementations affect mission-critical workflows, I don't consider getting emailed about each release (of which there are not that many) to be spam - especially if it addresses an issue with our current PAN-OS version.
It would be great if Palo Alto had a subscription page where people could choose to subscribe to either or both major and minor releases of PAN-OS.

For mission critical information I would recommend subscribing to our security advisories through the support portal (edit your user profile settings).
For information regarding the minor releases we maintain the list of articles in my previous post so everyone can choose which OS train to get notifications about
If you keep an eye on the community page, we also campaign around new major releases, so when 8.0 comes out you'll see a lot of 8.0 related content pop up on the main page at https://live.paloaltonetworks.com (like 7.1 today)
