At present I receive updates for threats, AV, etc. Can I also be added to the list to receive notifications for OS upgrades.

There is currently no notification email for maintenance releases of the PAN-OS.
If you have encountered a bug and opened a case, support will notify the contact person listed on the case when a maintenance release is available that addresses the bug found in conjunction with the case.
