When I tried to download the PA version 10.1.1 on my appliance, it sent me an error,

Does your device have a valid support contract? Also in device->setup->services you are pointed at the correct update/dns servers?

Also click the 'check now' at the bottom. I have seen this cause a few errors for me in the past as the page didnt have the latest list.
