Error message when role based admin user is trying to log into UI:
User does not have access to any device groups. Device groups are needed to access the 'Policies' and 'Objects' tab. Please ask your administrator to give you access to one.

The goal is to only assign a vsys to this role based administrator and not a device. Please let me know if this is possible.

The question for you is this:
Have you gone into the Device Groups, and created a group consisting of just the VSYS?
Then inside of the Admin account -> Role Based settings, have you then selected that group?
Or just attempted to select a VSYS from the devices?
You should be able to create the Device Group and place just the VSYS(s) that you want to give access inside there.
