Thank you for the post @TimBennett
Yes, without commit, your changes will not be applied. It looks like the error you are getting is caused by corrupted Threat database. There are several KB articles addressing this issue:
https://knowledgebase.paloaltonetworks.com/KCSArticleDetail?id=kA10g000000ClRSCA0
https://knowledgebase.paloaltonetworks.com/KCSArticleDetail?id=kA10g000000ClTBCA0
If you have access to support portal: https://support.paloaltonetworks.com/ then I would download latest package from: Updates > Dynamic Updates, then upload it to your Firewall and install it, then try commit again.
Kind Regards
Pavel

Hi Tim, please can you let me know if you were able to solve this on your firewall?
The two articles posted by Pavel look to apply to PAN-OS versions 7.1.2 & below.
We have the same issue, but on PAN-OS version 7.1.5
Thankyou!

i had to upgrade to pan os 8.1.. Then the error was gone. Most likely the issue was dynamic updates - and that the sw were incompatible with pan os 7.1....
