With the help of a software deployment tool, we are looking to install the the GP client (v2.1.0) and then follow it up with a bat file to insert the portal address into the registry. We want this to apply to all users.. (HKEY USERS).. however, the substring under HKEY USERS always changes everytime a machine is imaged. Any other way to do this?

Use following document to add registry key for Portal, that should help.
Registry Setting when Deploying GlobalProtect Client with Microsoft Group Policy Object
Every new user on that machine will take specified value.

Hello Rrau,
You can pre-deploy the portal address through the Windows Registry: (HKEY_LOCAL_MACHINE\SOFTWARE\Palo Alto Networks\GlobalProtect\PanSetup with key Portal) or the Mac plist (/Library/Preferences/com.paloaltonetworks.GlobalProtect.settings.plist and configure key Portal under dictionary PanSetup).
Additionally for the agent settings:
You can set the GlobalProtect agent customization settings in the Windows registry (HKEY_LOCAL_MACHINE\SOFTWARE\Palo Alto Networks\GlobalProtect\Settings\) or the Mac global plist file
(/Library/Preferences/com.paloaltonetworks.GlobalProtect.settings.plist).
