Users already upgrade version GP from 1.2.1-15 to 3.1.3.-21.
But on dashboard firewall, it show GP version 1.2.1-15 .?

and when users connect to vpn. GP keep ask to downgrade version. but I already disable auto update.
For end users, they already upgrade latest version.
You need to activate the latest agent bundle that matches your client version, or the version that you want your clients to utilize. As for the upgrade notice, it sounds like you don't have the 'Allow User to Upgrade GlobalProtect App' option set to Allow Manually. That will prevent the message from popping up while also not upgrading the agent automatically to match the agent bundle on the firewall.

How to activate the latest agent .? to same like client version and dashboard GP version(Firewall).
Before this, GP agent will popping up to upgrade version. So after users upgrade the version, the GP agent keep popping up to downgrade version. When I check on dashboard firewall, GP version still using old version. but GP agent already upgrade.
Now i temporary disable for update.
