I have firewall in HA(A-P) mode.

If device priority is same on both , will there any delay in switching A-P role during failover activity ?

Device priority does not influence the speed of takeover. It is used to determine which member should be master if preemption is enabled: device priorities should never be identical

 So if preemption is disabled , will it cause any issue/disadvantage if device priority is same?

It is not recommended to have two identical device priorities set. There will not be any direct consequences however if you do have both values set identically, if preemption is not enabled
