it should be as easy as below screen where interface corresponds to your GRE tunnel and IP address corresponds to other side of the tunnel.

without looking into configuration or checking logs, I can't give you direct answer why this is happening, but from symptom it looks like you have default route for internet (underlay) and adding one more default route over GRE. Could you create a separate Virtual Router for GRE tunnel and place GRE tunnel interface into that GRE? By separating interfaces into different Virtual Router there will be no conflict.
