the value is the total count, this is more useful when looking at global counters without the delta filter as then the value is not reset with each execution of the show counter command
because your value is a hard count and your rate is an indication of how many per second, the values may get skewed if your sample size is <1sec (like your 400ms)

The value is the number of the item since the last data plane restart or clear. I believe the rate is the average pps for packet based counters but not sure.

Hello @pulukas . l do agree that the rate is pps (most likely) but what the "value" mean not sure?
