How can I limit per user session traversing the PA firewall?

You can use the DoS Protection policies for this purpose.
Specify a source user or group and then limit the number of sessions accordingly.
If you utilize the 'aggregate' option then you can limit the number of session for a group (e.g. legal-department) instead of limiting # of sessions per inidividual source IP address.
