A client want to download a exe file from a bank website to log into its online banking system, however she got the following message after she clicked download link "http://www.cmbc.com.cn/download/民生个人网银安全控件.exe".
Is there anyway to unblock the specific exe file in PAN?
The software version is 4.1.7.
Download of the virus has been blocked in accordance with company policy.
Please contact your system administrator if you believe this is in error.
File name: 民生个人网银安全控件.exe

I dont think you can whitelist files based on hash (even if that would be a nice feature) however you can whitelist based on url.
Add "http://www.cmbc.com.cn/download/民生个人网银安全控件.exe" as a custom url-category which you allow. In the security rule that whitelists this url-category (lets call it Whitelist_URL_to_Files) make sure that you dont have any antivirus scanning attached. If possible also add the ip address which www.cmbc.com.cn uses as dstip.
