I would like to Restore configuration from 9.1 version 3020 firewall to 10.1 version 440 firewall.

Can I just export the configuration from the 3020 running 9.1.8 and import into the 440 firewall running 10.1.8?  Do I need to downgrade the 440 to 9.1?

The lowest PAN-OS version that you can run on PA-440 is PAN-OS 10.1, so you will not be able to downgrade. Here is a support matrix for reference: Supported OS by Model.

 

By importing the configuration from PA-3020 to PA-440 will almost certainly result commit errors. Here is a discussion with exactly the same scenario: https://live.paloaltonetworks.com/t5/general-topics/how-to-migrate-of-existing-config-rules-from-pa-...
