If you believe that a URL was incorrectly categoriezed, you can request it be changed from the https://urlfiltering.paloaltonetworks.com website. As it sits it looks like the site is reporting that it was currently down for maintenance, and it certaintly looks like it could be more of a C&C domain from the looks of it.
